How rate bills are calculated
Your domestic rates bill is calculated by multiplying your rateable capital valuation by the domestic rate for your council area. The domestic rate for your area is made up of the regional rate and the district rate. Local councils set the district rate.
How your domestic rate bill is worked out
LPS issues domestic rate bills at the beginning of April each year. Your rate bill is based on rates assessed for the rating year, from 1 April until 31 March the following year.
Unpaid amounts from previous years will be carried forward and added to your bill.
Domestic Rates are calculated as follows:
- Rateable Capital Value of your property X (Domestic Regional Rate + Domestic District Rate) = Rates payable

You can view an estimate of a full annual rate calculation for the current rating year by inputting the address information using Land & Property Services’ (LPS) online valuation search. The amount shown does not include any carried over debt, reductions for rate reliefs, exemptions, or exclusions.
Domestic rates
Rateable Capital Value is the capital value of your property, based on property values on 1 January 2005.
Domestic Regional Rate is the number of pence in each pound of the value of your property that you will pay for regional services.
Domestic District Rate is the number of pence in each pound of the value of your property that you will pay in rates to your district council for local services.

Rates Payable is the full amount you have to pay, after exemptions, allowances and reliefs are applied.
Reliefs
Reliefs are available for some domestic ratepayers. You may be entitled to help with your rates, such as Housing Benefit, Rate Rebate or Lone Pensioner Allowance. If applicable, these will be deducted from your gross bill.

Capping
The maximum capital valuation for a domestic property is £400,000. For any house valued over £400,000, LPS disregards the additional value when calculating rates.
