Apply for a domestic COVID vaccination certificate
If you have received one or both doses of your COVID-19 vaccinations in Northern Ireland, you can apply to the Department of Health for a proof of vaccination certificate for domestic use and international travel. You may be able to apply for a recovery certificate if you have tested positive for COVID-19 and completed your isolation period.
How to get a domestic certificate
Domestic certificates were introduced on 29 November 2021, with enforcement from 13 December 2021.
There are two possible ways to get a domestic certificate.
If you already have a travel certificate
If you already have the COVIDCert NI app and got a travel certificate, you should be able to see an option to apply for a domestic certificate in the app.
Note that you will need to use the most up-to-date version of the app for this option to be available. If you are unsure how to do this, there is a guide in the 'How to update the CovidCertNI app' section below.
Once you use the ‘+ Activate Domestic Certificate’ button, it will prompt you to take a selfie and issue you a domestic certificate which should also show on the home screen.
You will only have one opportunity to take the selfie, so make sure you are happy with it before submitting.
If you haven’t got a travel certificate
If you have not yet downloaded the app or applied for a travel certificate, you should apply for a travel certificate at the link below.
COVID recovery certificate
If you have received a positive COVID PCR test, you may be eligible for a COVID recovery certificate.
Recovery certificates are only available after you've finished self-isolating and up to 180 days after taking the test for international travel and from 30 to 180 days for entry to premises where evidence of COVID-19 is required.
Creating a nidirect account
If you don’t have a nidirect account, you will have to create one.

Access your certificate
Once you have applied and your ID has been verified, you will then need to download the COVIDCert NI app and apply for your certificate(s).
If your application is not processed automatically the COVID Certificate Service will email you directly when your application has been successfully processed, telling you when you can download your certificate online or via the app.

How to update the COVIDCert NI app
Follow these steps to make sure you have the most up-to-date version of the app.
- go to your iPhone's home screen and tap on the App Store icon
- after the App Store opens, tap the profile icon in the top right corner of the screen
- scroll to the CovidCert NI app and select ‘update’
- enter your password and wait for your app to update
- go into the CovidCert NI app and click the ‘+ Activate Domestic Certificate’ button
- open the Google Play Store app
- at the top right, tap the profile icon
- tap Manage apps and device - scroll to the CovidCert NI app and select ‘update’
- go into the CovidCert NI app and tap the ‘+ Activate Domestic Certificate’ button

Why you need a domestic certificate
The Executive introduced the COVID certification scheme on 29 November, with enforcement from 13 December. This means that some hospitality venues will ask for evidence of your vaccination status.

Other certificates accepted
The COVIDCert Check NI app accepts EU travel certificates, as well as the NHS vaccine certificates used in Scotland, England and Wales.
Travel certificates from other countries may also be accepted as long as they have a QR code meeting EU/ WHO standards and there is a bilateral agreement in place with FCDO.
Request a paper certificate
If you cannot apply online, you can request a paper version using the telephone service 0300 200 7814, available Monday to Sunday from 8.00 am to 8.00 pm.
This process will take longer than the digital process and you will be required to verify your identity in person by presenting documents at an appointed time and location.
Once identity checks have been completed it may take up to 10 working days for the printed certificate to arrive.
This paper certificate issued at the end of this process is suitable for international travel.
The second QR code in the paper certificate can also be scanned for domestic use, however photographic ID will need to be shown as well as the QR code at the point of entry.

Guidance for organisations
Organisations can use the official HSC Check NI app as a secure way to verify an individual’s Covid status.
Fully vaccinated, exempt or recovery certificates will be recognised in the app.
The app scans the 2D barcode, in an individual’s HSC COVIDCert to make sure it is valid. It does not store or transmit any personal data that can be traced back to individuals.
The Cert Check NI app is free to download and can be used on a smartphone or tablet device.
