District Rate Subsidy

With the creation of 11 local councils on 1 April 2015, a District Rate Subsidy applies to ratepayers most affected by significant rises in their rates bills. It is a temporary subsidy lasting until 2019.

How your rate bill is calculated

Your rate bill is calculated by multiplying the capital value of your home by the domestic rate for your council area. The rate for your area is made up of the regional rate set by the Northern Ireland Executive and the district rate set by councils.

How the District Rate Subsidy applies

The District Rate Subsidy applies to domestic and non-domestic ratepayers who have  a district rate level significantly higher from 1 April 2015 than it was under their previous council. 

You don’t apply for a District Rate Subsidy. If you are eligible, the discount is applied automatically to the district rate amount, from 2015 until 2019:

  • 80 per cent in 2015-2016
  • 60 per cent in 2016-2017
  • 40 per cent in 2017-2018
  • 20 per cent in 2018-2019

How the District Rate Subsidy appears on your rate bill

If you are eligible, the discount is shown on page two of your rate bill as a District Rate Subsidy, underneath the district rate.

The amount of District Rate Subsidy given is shown in the Exemptions/ Reliefs/ Allowances section.

Exclusions to the District Rate Subsidy

The District Rate Subsidy does not apply to:

  • public sector bodies
  • Housing Executive properties
  • domestic properties owned by housing associations

Qualifying for the rate subsidy

Domestic ratepayers in the following council areas are eligible for the subsidy.

Examples in the table below show the subsidy which ratepayers eligible for the District Rate Subsidy can expect to see in their rate bills. Amounts are based on property values.
