How a new domestic property is valued
The process generally starts when Land & Property Services (LPS) receives notification from your local council's building control offices that a new property is under construction.
If a new property is occupied immediately on completion it will be valued by LPS and entered in the valuation list with effect from the date of occupation. If a new property remains vacant LPS must serve a completion notice on the owner before it can be entered in the valuation list. The completion notice will specify a date from which liability to rates will begin, although there are some exclusions to liability. You can find more information in the link below:

How to use the online application for valuation
- input the address of the new property and click 'submit enquiry'
- input contact details and click on 'next'
- give details of property to be valued and click on 'next'
- give ownership details of property to be valued and click on 'next'
- check details are correct and click on 'submit'
You can also complete and return the valuation application form (CR3 form). This is a writeable document, which means that you can complete on screen, print and send to LPS. Alternatively, you can save the document to your desktop, complete the form and send as an attachment to your nearest LPS Valuation office:
