Left-hand drive stretched limousines public service vehicle licence

Existing Public Service Vehicle (PSV) test regulations were amended on 5 July 2010 to provide for the licensing of left-hand drive (LHD) stretched limousines as private hire taxis, seating not more than eight passengers in addition to the driver.

Test requirements (general)

Vehicles presented for a PSV taxi inspection will be subjected to a road worthiness (MOT type) inspection. In addition, the vehicle must be presented with the following:

  • a suitable fire extinguisher mounted and readily available for use
  • a suitable spare wheel and the necessary tools to facilitate its fitment. (A post puncture repair kit is acceptable where the original vehicle has not been supplied with the facility to carry a spare wheel).
  • current PSV insurance (to be produced on the day of inspection)

Roof signs

The amended legislation removes the need for a stretched limousine to display a taxi roof sign when licensed as a private hire taxi.

Passenger seating

The maximum number of passengers who may be seated in the vehicle will be determined by the DVA vehicle examiner on the day of the test. A PSV taxi licence will not be issued if the vehicle is determined as suitable to carry more than eight passengers.

Glass markings

In the case of vehicles originating or stretched in North America, the glass must either be marked in compliance with BS or European standards, or marked in compliance with Federal or Canadian Motor Vehicle Safety Standards.

Tyre markings

It is likely that the tyres fitted by the original vehicle manufacturer, prior to the vehicle being stretched, will not be suitable for use on the stretched and heavier vehicle. Customers are advised to consult with their local garage or tyre supplier if they have any doubts regarding the suitability of the tyres fitted to the vehicle.

Optional side marker lamps

Stretched limousines may be fitted with a range of non-mandatory lamps that emit light in a variety colours. Where optional lamps are fixed to the side of the vehicle, they must only emit amber light when illuminated.
